No designer or artist would deny the value of personas and scenarios. However, sometimes, they just seem to be lacking something in their fleshing out that would make them real and substantial, truly convincing characters and situations. They can be too obscure or have too much fluff, strewed with unnecessary detail.

No stakeholder wants to know what some fictional persona consumed or that their favourite TV show is Game of Thrones, unless this helps drive needs that link to the business.
You could assert that the blunder of personas and scenarios lies in being set within in a utopian world, one that does not take into account the quirks of real people who at times are unpredictable. We confine them to a world in which nothing bad ever happens and we know that to be false.
However, you can overcome these limitations if your personas are empathetic, deep, and developed characters. Stop making them two-dimensional and breathe some life into them.
